A Right of First Refusal ("ROFR") in real estate transactions requires an owner of the property who is selling a property in which the person holding the ROFR gets the first opportunity to buy the property on the same terms. In the case of a sale relating to a Common Interest Community Association, Homeowners Association (HOA), Condominium (Condo), or Cooperative (Co-Op) the ROFR is the association that retains this right typically in the community's governing documents.
